95 civic power steering problem

95 civic power steering problem
95 civic ex, on cold starts in the morning the ps doesnt kick in until 10 min or more into the drive, there is a squeak when you turn left or right with engine on or off, but when i jack up the car the squeak is gone. anyone know what the problem could be?
