Default My '91 Civic DX and Emissions... Please Help?

Hi there, I bought a '91 Civic DX hatch that is completely stock and smoking terribly... I took it through emissions trying to pass so I can get the title transferred, but I failed miserably. Its a white and blue smoke, and smells like burning oil. At an idle it is very small amounts, but the higher you rev the more smoke there is. I was told its more than likely piston rings... What do you think?
With the exception of the smoke, it runs good...

I bought a wrecked '91 CRX SI, thinking I could just swap the engine/tranny and my problems would be solved. Well, I got to thinking I should test the CRX to make sure it does not smoke before I pull the engines. Problem is, the CRX does not have a radiator and I was afraid if I ran it for a few minutes without coolant it would damage the system. Can it be ran without coolant for five or so minutes and will this help?

I need to get the car to pass emissions ASAP, and I don't have a lot of money.

How should I go about this?

P.S. I have a bit of knowledge on cars, but very little practice.
