clutch pedal says on the floor when pushed?

Default clutch pedal says on the floor when pushed?

i have a 94 prelude that has been sitting for a couple years now that im just now getting around to getting back in runnin shape, when i push the clutch pedal, just barely touching it makes it slam to the floor, then it doesnt come back up unless u pull it by hand. the reservoir was real low but not empty so i filled it. the clutch fork never moves when pushing the pedal so i tried to bleed it at the fork but nothing would come out at all, is this a master cylider issue? is there another place to bleed the clutch system from? i didnt see any other places to bleed it except for maybe one allen screw on the side of the master cylinder. could it be that the plunger inside the master cylinder deteriorated and isnt moving the fluid?

the piston inside the master cylinder was stuck i took it apart n cleaned it works like new
