Default B18b with PR3's and stock LS ECU.

Ok so I live in California and have obdII 98 civic witch means i need to do emissions once a year. So my question is would a stock b18b with Pr3's piston's run safe with a stock OBDII LS ECU would it pass emission or would it mess something up? input/suggestions on this.

Your compression will be a lot higher than with the LS pistons, and therefore you will have trouble passing NoX emissions from higher combustion temps.. You may still be able to pass if you have a really good cat.
