Default Car not "re-learning" base idle -93 Civic VX

I've pulled the backup fuse several times in order to get the car to relearn to idle. For the most part it seems like it's successful. I don't have an external tachometer so I'm just going by what's in my dash. 650rpms when just sitting. 750-800 with lights on, and 800-900 with heater on.
Now for some reason my car won't idle like this once I start driving it. I've noticed this primarily when my lights or heater is on. When I pull up to a stop sign or a light the rpms will stay at about 1000 - 1100. If I turn my lights off the rpm will drop to 650. And when I turn them back on again they're at about 750. After a little bit of driving it's back to 1000ish. The rpms won't drop until I turn off the lights or play with the heater. Why is this happening and what's the best way to trouble shoot this?

Thanks!

Your other thread...

https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/backup-fuse-keeps-blowing-93-civic-vx-2863240/

...says that your Back Up fuse keeps blowing. Therefore, in this case, your ECU is unable to relearn anything. Fix the Back Up circuit short and then go from there.

I think I fixed the short circuit. RPMs are still acting the same.

-When I come to a stop after driving a bit the rpms will stay at about 1000 - 1100. If I turn my lights off the rpm will drop to 650. When I turn them back on 750. Not a huge problem, but I don't think it's normal.
