Car not "re-learning" base idle -93 Civic VX
I've pulled the backup fuse several times in order to get the car to relearn to idle. For the most part it seems like it's successful. I don't have an external tachometer so I'm just going by what's in my dash. 650rpms when just sitting. 750-800 with lights on, and 800-900 with heater on.
Now for some reason my car won't idle like this once I start driving it. I've noticed this primarily when my lights or heater is on. When I pull up to a stop sign or a light the rpms will stay at about 1000 - 1100. If I turn my lights off the rpm will drop to 650. And when I turn them back on again they're at about 750. After a little bit of driving it's back to 1000ish. The rpms won't drop until I turn off the lights or play with the heater. Why is this happening and what's the best way to trouble shoot this?

...says that your Back Up fuse keeps blowing. Therefore, in this case, your ECU is unable to relearn anything. Fix the Back Up circuit short and then go from there.

I think I fixed the short circuit. RPMs are still acting the same.
