Looking for the right path?
So as a guy doing research starting a couple threads here and there on different sites got me really thinking of my motor options. First N/A f22b2, cool and rare but what about next year I want more power and thrown down 2.5 g's starts to to touch base with a h22 motor and tranny and where I am located it's 1000 for install so ruffly 3500. With the H it would be stock with a lot of room for some N/A power as where the F would be pretty much be maxd out and like I said next year I would probably want more power and thats where the F would get REALLY expensive to get more power. So what about a H23 vtec it's originally an auto and on par with the H22 with room for some N/A power. So my Q's being would the h23 be more friendlier to the f22b2 auto( I know going cheap) then the higher reving H22, cause the motor would be 1400(with shipping) and 1000 for install, and the motor would come from Hmotorsonline, and then ruffly 1000 for other mods such as I/H/E. And my qoal is for ruffly 200 whp in an auto with an all around package in handling braking and cosmetics which I already have plans on lock for, just need help on the heart and soul of my vehicle!!!

There are about 200 billion threads about H swaps, turbo F's, N/A F's and everything in between. Rather than bumping a thread that shows you haven't really searched and read those discussion threads, do a search and actually READ the responses.
Everyone has a different opinion on the topic. I will tell you staying automatic limits you, not too mention you do not even post the year of your car or location. So emissions testing and OBD level may or may not be relevant.

Over 200 billion I doubt it, but I know your being a smart *** about it. I have read through a lot of threads, maybe not on par with what you might do but I did. Also not really a lot of threads on H23 vtec mated to F22b2 auto maybe because no one wants to do it or they go manual(I wish I Could but i have my reasons). And like you said everyone has there own opinion, and thats what I'm looking for you gave me yours cool. I'm not being like some other newbs asking what should I do to my car but I'm asking how should I go about doing things. So with that being said its for a 97 CD7 OBD2 and want to keep it that way and I'm Located in Sunny Santa Barbara, CA.

The reason you don't see people putting a JDM H23 VTEC to a F22B2 automatic transmission is because it is a waste of the motor and time. You also run into snags where the TCU is combined with the ECU for the 96+ vehicles, whereas the 95 and lower have a separate TCU (making it a little easier). You also are in California which requires emissions testing and more than likely would get fined for having a JDM motor (no VIN tags) and it would be labeled stolen (from other threads I've seen)
To keep OBDII and swap, easiest route is an OBDII H22A4 (think this is the one) from an automatic Prelude, and to get some use of the power probably the H23 transmission. I am not even sure what ECU you would require, but it would have to be ~1996 Prelude without an immobilizer, the manual version is a USDM P13 (not to be confused with the JDM P13) Ask here - https://honda-tech.com/forums/engine-management-tuning-124/
And yes you were asking what route to do (ie what you should do)
