Default Hi need help with vtec problem on a honda bf225 outboards

Hi have a bf 225hp v6 odyssey engine outboard at my work with a vtec problem came in with a starting problem found out had rusted valve seat so removed heads serviced then refitted now when starting from cold engine runs rough then as engine gets to temp [around 5minutes idling] then it emits loud clicks from the rocker covers some time 1to2 clicks some times 5 clicks ,anyway have removed rocker cover after cranking not starting and have found 2 rocker arms locked by the vtec pins? Can the spool valve be bleading oil when cold?
Engine runs smooth once the vtec clicks out on these arms and has been test on honda program and vtec works normal cutting in at around 4500rpm and shuting off when rpm drop and idles great and starting great but once cold [3hours] back to the same problem need help
