Default Starting Air Valve

Been checking a bunch of vacuums on my Accord this week using an old Haynes Manual #2067 for guidance. Just checked the Starting Air Valve, which sits at the very end of the air intake plenum just around the corner from the fitv, but I want to make sure I understand how to check it. The Haynes says "Apply vacuum to the starting air valve and make sure the diaphragm holds vacuum." The book doesn't say if the engine should be running at the time. When I hook the vacuum pump to that valve with the engine running there is tremendous vacuum that holds just fine. When I put vacuum pump on that valve and pump it by hand without the engine running, it immediately seeps back down to zero. Is this normal for this valve?
