I have a 2000 accord that will not crank. it reads 11.6v and when i turn the key to the second position to turn on the fuel pump it gets 9.7v, not enough to turn the starter...i already clean all the grounds (the ones i can see) and still no crank. PLEASE HELP

If you give it a jump, does the car crank, and was there any symptons before it?

Turn on your headlights then crank your engine, does the light dim out, and if it does then you probably have a low charge battery or going bad.

Battery is suppose to be @ 12v, while engine is on, the alternator is charging the battery to 14v, but should go back down to 12v level with engine off.

sounds like you have a couple of bad cells in both batteries try a battery that you have in another car that you know is in good working condition see if you still have the same results.. that kind of drop off could also be bad connection from the battery terminals also make sure you get a battery post/terminal cleaner the brush type..
