Default NO ppm too high on CA emissions

Ok here is what happened. I went to get my 94 honda accord ex automatic smoged. The timing was at TDC, but passed emissions
Numbers.
(HC...meas 61..max 61)(CO...meas 0.22..max 0.51)(NO...meas 289..Max 490)
(HC...meas 32..max 32)(CO..meas 0.08..max 0.49)(NO..meas 287...Max 511)

I reset the timing to exactly 15 BTDC (meaning timing was off by 15 degrees)

Had it tested again and here are the numbers
(HC...meas 31..max 61)(CO..meas 0.07..max 0.51)(NO..meas 610..Max 490)
(HC..meas 25..max 36)(CO..meas 0.05..max 0.49)(NO..meas 555..max 511)

Any ideas what could be causing this spike in NO ppm after changing the timing? Any help would be great. I'm looking at replacing the O2 sensor and catalytic converter, but is that going to fix this? The vehicle doesn't over heat (according to temp gauge in dash) but not sure of compression. Also, there is a check engine light every now and then for the V-tech pressure switch, and the CYP sensor both come on very rarely and if I restart the car they go away and don't come back. No other check engine light. The car also lags a little when stepping on it to accelarate but no more than maybe 10secs rpms rev then car seems to catch and just go. That is everything I can think of that is going on with the car. Thanks again for any help.
