97 hatch/K20A2 swap - fuel pump won't prime but has good power and ground
So background, i bought a 97 hatch couple years back. Already had a K20A2 swapped in. Now fast forward to about a month ago.
I took it off the road due to financial issues, and planned on selling. Took it for a rip one night and all was well. Next morning car wouldn't start. Fuel pump was not priming during ign on. So i checked power to the pump, and during ign on im getting battery voltage. With a good ground (hooked power/ground leads of dvom to power/ground terminals for 2p fuel pump plug) and all was well. so i figured hey its the pump. swapped the pump and it still wouldnt prime. connected the original pump straight to battery, and it works.
so now im a little lost. funny cause ive been trying to locate the main relay, and low and behold, its not where its supposed to be. wiring all hacked, wondering if another possibilty would be if the previous owner just bypassed the main relay all together with some hack wiring? would it hold up that long without frying the ecu?
any help would be appreciated guys thanks!

I would presume that your power or ground test at the pump was not done correctly.
