Icon3 CEL 16!!!! Please Help

I have a 91 ef with a b18a1 swap with obd0-obd1 conversion. After replacing my frayed o2 sensor, CEL 16 decides to pop up. Since then I have checked the injector wires and each injector is getting power to them except that when I have the rail off and switch on the ignition none of them open up and spray, but there is enough pressure to push out the injector closest to the passenger side. I am lost and dont know where to go next.

any help would be appreciated, thanks!

fyi every injector will have power as soon as the key turns on... the pcm switches ground... get an O scope and see if they are getting ground when fired

Your fuel pump will prime once your key is turned so that would push out your injector. make sure you check for ground ground/power ( find you injector power wire bundle also make sure you didnt rip it apart by chance somehow. although it should be far from where you were working on the o2

you could also probably check this with a noid light or some other form of test light. make sure a wire didnt remove itself from where they come together
