Paint is only ever as good as the prep work put into it before painting.
Wax/grease remover, scuff, and paint at a minimum, if you want it to stick and last reasonably. I'd potentially even prime in between just to help adhesion.
And it is absolutely ridiculous to bump a thread this much in such a short time. You didn't even wait an hour between any of the bumps...

waiting to refinish and coat my Del Sol Si rims (Aluminum) and was getting tired of the fading blue spraypaint and rust that the previous owner left on the wheels. Tossed two coats of black trim paint (its kind of a satin finish, had some left over from doing the siderails) on the steelies for the temporary fix. Looks good to most.
Steel wool (000), scuff up, wash with dish soap, then mask of your tire (tip: use playing cards stuck in the lip of the rim between the tire) then go to town with the rattle can.
Theres wheel paint which is a bit more durable than regular paint, I would look for that in satin black. Post before/after pics

I have seen steelies done up real nice. Polished lip and everything. I think I'm gonna sand mine down real nice, clean them up, prime them, Tape the lip off and paint it red, paint the lugs red, and paint the rest of it black with a real nice clear coat finish. To the untrained eye they look like legit rims lol.
