5th gen accord v6 tachometer way off

I just finally got around to look into it again and it doesn't seem like a transmission problem. It drives and shift perfectly fine. After driving it for a while even thought the rpm climb up near rev limiter the motor never scream like it is indeed reving that high. After much thinking I remember I have an OBDII scanner with live data display. Put that sucker in the port and went for a test drive. Looking at the scanner display the rpm never goes above 3000 rpm but the tach in the cluster is reaching 5000+ rpm. At idle the scanner read 700-780 rpm while the tach in the cluster sit close to 1500 rpm.
So I change the cluster thinking the it'll fix the problem. Got a new used cluster in and still the same thing. The guy I bought it from say it was working fine but who know if he was lying or not just to make a quick buck. I don't want to buy another cluster just for it to do the same.
Is there any thing that can make the tachometer in the cluster read way off? A bad sensor perhap? A way to reset the tachometer? Thanks in advance.
