Could I stuff these wheels under my car? 5 lug Civic

I have a 99 Civic Hatch with an ITR 5 lug swap. A local guy has a set of staggered wheels that are 16x7.5 +37 and 16x8 +37. Would these fit without tearing up my fenders or rubbing bad on turns?

You should be fine, unless you're lowered more than an inch or two.
only way that would work without rolling/pulling fenders is if you were only moderately lowered and you ran some neg camber all around. otherwise if you were planning on dropping your car very low then a roll, plastics removal and/or trim AND neg camber will be in order.
use 215/45-16. although 205/40 will fit around the wheels and will give you more room to work with they are the wrong size for your car.

Yes, you have it backwards. Positive offset means that the wheel/tire is "sucked in" towards the car, with most of the wheel behind the mounting surface. The higher the number, the LESS it sticks out. For an illustration, look under the "What is offset?" question in the FAQ topic stickied at the top of this forum.
