Unless you paid to have the wheels chrome-plated, you don't have chrome on your wheels. The lips are polished or machined then have a clear coat over top the metal.
A citrus-based wheel cleaner or the traditional peanut butter might get some of it off, but you may have to re-polish the lips if the brake dust has gone too far into the coating. The rust is from your brake pads, by the way. Running low dust brake pads will help prevent this problem.
