91 Civic DX with 95 Civic EX IM and running PM8 currently

have searched and searched and spent 18 plus hours under my hood the past two days. did the swap, no spark, had obd1 zc injectors in it and swapped them out for obd0 integra injectors and started right up.....who wouldve thought....so car is running. now it will not idle any lower than 1500 and cannot find the reason why. was running a dx throttle cable, replaced the throttle cable with one off a 95 ex today and that did not help. the wiring is correct checked it over. running a pm8 (hf ecu) at the moment, pm6 makes it start to "buck" roughly at 2500. the only issue we have found is that the iacv grommet is no good and will replace soon. but it idles down when you spray throttle body cleaner around the iacv, that tells me that it is not sealing and is sucking air into the IM. as i am stressed i am looking to an outside approach, as my lead tech tries to tell me, "step outside and think outside the box"....any ideas are greatly appreciated!

can take pics, ect as the car is usually right within walking distance just only able to get online usually about 9 pm or later.

 

and yes has codes. 1. 6. 9. 10.12.14.16. am not running and o2 at this time and didnt use sheilded wire on the CYP at sensor can be switched at any time, have a spare, 12 is egr...doesnt have one, 16 which is fuel injector only comes up on hf ecu and not the si ecu. i also have one other pm6, si ecu, but i dont want to plug it up untill i work the bugs out, and keep it good ya know!
