Default gauge cluster light issue

I have a 2004 Civic and for some reason when I turn on my headlights my gauge cluster lights turn off, but when i turn off my headlights they work fine. Does anyone know what could be the issue? I'm pretty sure I checked all of the fuses properly. Thanks

your dimmer switch for the gauge cluster is most likely turned all the down. turn the **** all the way to the right for full brightness
