You could start by going to your local auto-x (look them up in the yellow pages), entering your car and, doing it over and over and over again.

Practice makes perfect.

as strange as it may sound to u, don't do anything to ur car. run it as it is, barring any maintance things. take some time to learn how to drive before you start doing any mods. for more info, check out www.autox4u.com and hopefully i'll see u at the next nnjr event.

i agree, don't do anything except a good tune up. get a good air pressure guage and a portable compressor or tank.

go and race for a while. figure out what class you want to be in. then guage your mods around that. you will find that it all comes down to (in this order)

1. driver
2. tires
3. suspension [EDIT]
4. power [EDIT]

I'd also insert as item 2.5. Suspension.

So you get...
1. driver
2. tires
2.5. Suspension
3. power

So you get...
1. driver
2. tires
2.5. Suspension
3. power
how about..
1. driver
1.5 tire pressure
2 tires
2.5 suspension
3. power

my suggestion is to find someone that is running your simialiar car and that is doing well and ask them for recommendations.
