Default chipped p28 solid CEL without J1

so i chipped my p28 with the moates kit and after i get a cel no matter what with or without the jumper cut. i took the 74hc373 chip out and still solid cel without or with jumper. i reflowed all the solder joints so i know they are good. i tryed to find any messed up traces or solder touching anything it shouldnt. i dont know what else to do.. anyone have any help they can give me i would really appreciate it.

well assuming everything was chipped correctly, your just using sst chips? no ostrich or anything? because i got a light when my ostrich was switch in the 32 pin position and not the 28 pin... could always be a problem with the chip itself too. did you burn it yourself or get it with a basemap..?

If you have a solid CEL with the J1 cut there is a problem with the stock ECU, not just the chipped part. Are you sure this ECU working before you chipped it?
