The head bolts do stretch. The correct way is to measure the bolts for stretch and replace them if needed. Normally you can reuse them, especially if it's the first time they have been out.
Those bolts are set by torque angle, not a set torque amount.
edit:
oops, thinking of wrong engine, ignore that (had accord on the brain)
Ya, 49 lbs in three steps.

Personally, I'd replace them with new studs.
They need to be bolted down, sequentially, in three different stages.
1. 14 lb-ft
2. 36 lb-ft
3. 49 lb-ft

Hm.. why are you having to rebuilt so often?

unless your an idiot you will realize it doesnt matter if it stretches, because when you torque them down, its based on the torque of the tigntening of them. Not the length of the bolts.
i reuse old head studs and never had a problem.
SO. there must be alot of suckers on here, who replaces the wheel studs every time they change their wheel? you stretch them i bet.
Yes.

What you don't realize is that as the head bolts stretch, the metal gets weaker. The end result is a broken head bolt and a blown headgasket. This is especially important on a lot of Honda engines that are NOT set by a certain tourqe amount but by angle. And yes, wheel lugs also can stretch if over-torqued.
949, just reuse them, you will be fine.
