98 EX: A/C not cold, hissing/vacuum noises

Weird thing going on with my A/C lately, was wondering if anyone had some troubleshooting steps or ideas. I've checked the charge which looks perfect, it engages just fine and all, but doesn't blow cold unless it's fairly cool outside already. It has also been making a hissing noise from the glovebox/blower area, sounds like it could be a vacuum leak. I was talking it over briefly with mechanic I know, who says it could be a vacuum-activated valve/door that isn't closing all the way when the A/C is turned on. Anybody have any insight on this, or does this sound familiar at all? It's a 98 EX.

Have you checked whether the heater valve on the firewall is stuck partially open?
Does the condenser fan run while the compressor clutch is engaged?
Have you measured the refrigerant pressures on both the high and low sides with the engine idling and the A/C on?
Some refrigerant hissing from the evaporator is not abnormal.

Refrigerant pressures are perfect, condenser runs with no problems. Haven't checked the heater valve, where about on the firewall is it?
umm our vehicles dont have a vacuum controlled doors. lol.... a hissing sound is normal but not common.. i would have the ac system serviced with a 30 minute evac to help relieve and moisture withi in the system.. have it charged and go from there...
