what cams and setup are are you running? Tuning software etc? plenty of things need to be considered before being able to answer that question

As said, more needs to be known, but in general, you could run it, but it won't be at optimum power. Use e85 or race gas, or you might as well have done an 11.5:1 build IMO.

Like everybody says we need more knowledge of your build . Like all motor i can be done. If i asked my tuner he would say i can tune up to 13.1 but that doesnt mean you will get the best performance out of your motor sometimes you can lower the compression so that you can advance the timing without detnating and make more power . When it comes to compression bigger isnt always better . I cut my pistons down to 12.3 because all i run is pump gas and i wanted to get as much as i could on pump gas .

is it dumb to tune on 93 and run 110 or c16 at the track? we dont have e85 around here

It's not dumb but you def. won't be making the power you could be and essentially wasting your money on the race gas until you get a tune for it...

maybe run a meth kit...tune the car on 91 octane and then run a switch too switch the map too an agressively tunned meth sprayed map....turbo cars gain hug numbers doing this....im sure maybe a little power could be found on a n/a car as well....probally something small but a little 3 gallon meth cell wont cost much too refill.....any you can still drive around town all you want on the 91octane tunned map flooring it even

84.5mm RS Machine ITR Slugs
ITR Crank
JG P&P Head
Jun III Cams
Edelbrock Victor X manifold
JG Edelbrock header w/ 2.5" mod
3" intake w/ VS
68mm Professional Products TB
RC 440cc injectors
Walbro 255 pump

Head has been milled and block has been decked. Don't remember the specifics but I was told that compression was well into the 12s

Made 240whp 165tq on a shitty hot day on a dynapack at Erick's racing. Runs great. I drive it daily to work and school.

Are those 12.5:1 pistons for a stock B18? If you are stroked the compression will be even higher... The stage2's are moderately aggressive though, so they will bleed off some of that compression for you. You could always increase your overlap to help as well.
