Default 94 Del Sol Si electrical problems - keeps blowing fuses (windows, radio, ECU, etc.)

I bought a 94 del sol Si about a yr ago and it kept blowing various fuses. Mainly windows, radio.. and ecu once. I went to replace the window fuses and noticed the previous owner had a jumper wire from fuse 3 to another un used fuse port. If I removed the jumper wire and replaced all blown fuses the windows would not work. I then replaced the jumper wire & the windows worked. I also checked and fuse 3 has 4 volts, all others under the dash have 12V.

I did some research and Fuse 3 7.5 10-2 Integrated control unit, Ceiling light, Trunk light, Data link

After more digging I found this
Fuse 36 OPTION 50 10-1 Power distribution to fuses 3 and 11, Power windows, Option connector A

I looked under the hood and fuse #36 was missing.. so I thought tha was it. I put a 50 amp fuse in there and all the dash lights lit up (car not on not good). Also checked fuse #3 and it still had only 4 volts..

Any help would be great kindof frustrated!

Sounds like there is a bad ground and previous owner rigged it. Either that or it's a bad control unit. Get a manual and check every ground.

you either have a bad ground like lazlong stated or you have the wrong size fuses in the wrong spot. go pick up a helms or chilton and go through every one.

there are a few grounds inside the vehicle... one under the carpet by the trunk lever, one behind the cluster, two on each sides for the rear speakers, and one for the trans, engine and battery/alternator. check all of those

I have a manual and have all the right amp fuses in the underhood and under dash f/b. I checked the ground under the carpet by the left kick panel. I will check the others thanks.

think dose the fuse blow as soon as you put in the fuse or only when thing or turn on example like light radio share same fuse but only blow when light are turn on and not the radio this can help trace the pro by know it just the light circuit .
