Default Too many codes p28

Hey all,
My limp doesn't work on standard driving but, I've noticed idle problems (plays between 600-800RPM).

So I manged to check the ECU for error codes.

It throws codes: 3, 10, 21, 41. ECU reset didn't fix it.
Futher more, on hard acceleration there's whining sound (like a turbo) comes from the hood (not a bearing nor belt for sure).

I tried starting up the car with oxygen sensor disconnected and it fixed the idling issues.

Is it possible that the whining sound comes from a hole on exthaust system and, causing all problems? How can I check it?

What do you guys think about those problems?

Car is stock d16z9 (civic ex 94)
