Im getting fuel to the injector there is fuel in the rail. I pulled the rail off and the injectors out of the manifold and they wont spray. the injectors are brand new
The ECU uses the sensors in the distributor (TDC, CYP, etc) to determine when to spray the fuel. If one isn't working correctly, the injectors either won't spray or will spray at the wrong time. Check the resistance of these sensors and make sure they are in spec. When did the problem start?

Most likely it will be a broken circuit somewhere- something not connected or connected wrong. You can set a meter to resistance and probe between things like the distributor sensors or injectors and the ECU. No resistance is a clean connection and infinite resistance is a broken circuit. Search for a pinout diagram for your ECU to see which wires go where.
You might also run a quick spark check just because both the spark and injectors being out would point to more specific problems. Disconnect a plug wire, hold the plug end 1/4" or so from grounded metal and have someone crank the engine while you watch for a spark arcing to the ground.
