Default 95 Civic EX ABS self checks over and over and over

95 Civic EX - when starting car (especially after it sits overnight), the ABS will run through its "self check" noise, where the pump is heard. It will then self check, run normal, self check, run normal, self check... in no particular order. Sometimes it will do it while I'm driving, sometimes it won't do it but once (normal operation). No ABS lights are currently on. ABS pump once continued to run by itself for almost 10 seconds before it kicked the light on. Any thoughts/ideas? Personally, I am leaning towards a ground issue/power issue (maybe power is dropping too low at start up, pump continues to initialize, who knows?) Thoughts and ideas are welcome...

If you jump the service connector, do any trouble codes blink from the ABS light?
