Default 93 DX cranks but won't start - has spark, fuel, and no codes

93 civic dx
4 door, 5 spd
1.5 sohc

completely stock except for some wheels
first I have done a lot of web surfing and trouble shooting.
i also got a mechanic to swing by and un his scanner on it.

will not start. cranks over fine.
has spark: grounded a plug while still in the boot
Has fuel: plugs are damp and smell of gas
NO trouble codes
cel comes on for 2 seconds just like normal
fuel pump is coming on when the key is turned and
I checked the main relay
has voltage at the map sensor
has new plug,wires,cap,rotor,coil,ignitor/ICM

the mechanic is stumped and I am frustrated
i bought a honda cause they are supposed to be reliable, I know its a 93 but it has only 120,000 miles on it. I am thinking of selling this thing for parts if I can't get it running.

checked that,
actually i replaced the timing belt and waterpump all together.

I poped the top cover off and saw how loose it was and went ahead and tore it down, thats were the mechanic got involved he set the valve timing and put the belt on.

Turn the crank pulley counterclockwise until the cam is positioned perfectly at TDC1. Then post clear pictures of the cam position and the alignment of the pointer with the marks on the crank pulley.

Have you compression tested the cylinders?

Is spark at the plugs bright white?

I did not see the spark but the mech said it was a good spark.

have not done a compression test.

I will try to get a good picture

You might want to retest spark yourself to make sure it is bright white rather than weak orange or dark blue. Click the Spark link in my signature.

It sounds like at one point the mechanical timing of the engine was off and needed to be reset. Is this correct? If so, a worst case scenario for a slipped timing belt is one or more bent valves. This would be revealed by doing cylinder compression tests. Click the Compression link in my signature.

timeline just to put things in pespective.

I had intermitant starting issues that i would just roll start the car,
so i decided to do a tune up, drove it into the garage did plugs wires cap rotor. then attempted to drive it out, no start
replaced ignitor cause thats what a few people said to do, in the process i broke the coil so I replaced that.
still no start
buddy came over and said check your timing belt, popped the cover off and saw a lot of slack in the belt so i
tore it down had a mechanic come in and take old belt off double check the timing and put new belt on and water pump
put everything back together still no start. started doing all the truoble shooting tests.

with the cam "up" in the 12 oclock position looking down at the pointer on the timing cover and the marks on the crank the single line is maybe an 1/8"
to the right of the pointer

we also rotated the engine 4 times counterclockwise
before putting all of it back together.

After rotating the crank pulley ONLY counterclockwise to reach perfect TDC1 positioning of the cam, the pointer should almost perfectly align with the lone white mark on the crank pulley. Note that perfect cam TDC1 positioning is with the UP mark at the top and the horizontal cam marks aligned with the top surface of the head. This is usually most easily seen from the rear side of the cam pulley.
