Is there battery voltage at the injector clips? if so, make sure there's voltage and good ground at ECU A23 and A24.

Start by checking whether all four injector clips have battery voltage at the Yel/Blk wire with the key in ON(II).

Are the injector ground wires properly pinned to the ECU? Do those wires have end-to-end continuity?

The ECU knows when to ground the injectors by the signal it received from the CKP sensor inside the distributor. Have you tested the CKP sensor and its wires? Do you have spark?

Have you tried a different ECU?
