Stock P28 ecu from ebay pops cap, recourse?
So I purchased a stock P28 ecu from a seller with very good ratings (15xx sales) and 100% positive feedback. Installed and got a code 0, ecu falut. This is a d16z6 into an RT4WD Civic with a rywire harness. I thought maybe there was a wiring issue, so to make sure the ecu was still good I opened it up and then found a blown cap which fried the board in that area quite well. I found another locally (I couldn't find one local when doing the swap) and put it in and the z6 fired up with no problems at all. No wiring changes, nothing plugged differently etc.
Should I push the seller and Ebay for money back on this item? He had torque seal on the screws which I did break to check the board. Should I just call it a loss?
First time in this circumstance and wanted to hear everyone's thoughts. Thanks.

Those ECUs are getting old, caps fail, it is what it is. If he said tested working you might have a case, otherwise pick up a new cap and fix the board.
