Might have a vacuum leak, what is fuel pressure at idle? Maybe bad fuel pump or cloged fuel pump strainer.

Possibly a bad fuel pressure regulator or it could be the fuel pump. If you say the fuel pressure is 25psi at full throttle that is way too low. The fuel pressure should go up at wide open/full throttle (low vacuum) It should be in the 46psi range. IIRC the idle fuel pressure should be between 35-42psi and at 3000 rpm it should be between 38-46psi. At idle when the vacuum hose is removed from the fuel pressure regulator the pressure should rise. If it doesn't move then there is more than likely something wrong with the FPR.
