Icon4 b18c1 into a 92 civic si - which ecu?

I have a 92 Civic Si with a 96 b18c1 swap. A 97 GSR engine harness is what I'm using because it hooks right up to the Civic's shock tower. Inside is a socketed/chipped p72 ECU with a p72 base map. Issues with this:
-No cold start.
-Engine is sluggish 5000-6000rpm when accelerating.

I tried putting in p30 base map I had laying around just to see how it would do. Issues with this setup:
-No cold start.
-Fuel pump cuts off and on when I'm doing 70-75mph.

I then borrowed a friends stock p28 ECU and hooked it up. Issues with this setup:
-No cold start.
-Fuel pump cuts off and on when I'm doing 70-75mph.
-Can't pass 7500rpm.

Before I spend any money, I just need to know what ECU to get or what base map to get for the p72. Thanks for your help HT.

If your friend's vehicle isn't having the same issues with the p28 you tried, then the ecu isn't the issue.

Is your car throwing any codes?

My friend's car runs fine. I don't have any way of checking for codes. I was leaning towards the ecu being the problem because the fuel pump cut off and on depending on which ecu I use. Stock p72 doesnt do it where as the stock p28 does.

The revlimit on a stock p28 is 7500 rpms.

Concerning a fuel pump cutting off at a specific speed like 70-75 mph I have never seen anything like that before.
