Thermostat and fan switch question?

Thermostat and fan switch question?
Is it possible for the radiator to still be pumping coolant through and the fan doesnt come on, that the car wont overheat. On my 99 ex gsr swap the fan doesnt come on but the temp never goes past half way. I did the paper clip trick and the fan does work so im going to replace the fan switch since its easy and cheap. Any other suggestions?
