Default 01 civic ex cooling fan not working

i just bought a 01 civic ex coupe and the guy that i bought it from never bother to tell me that the cooling fans dont spin. heres what i've done so far. replaced thermo switch, thermostat, replaced complete fuse box( old one was slightly damage). tested the fans by jumping them from there plugs straight to the battery.(they are good). a friend told me to jump the thermo plug with key to on and see if the fans come on, i did and all i here is a click in the relay, this is even after i replaced the fuse box with new relays, thinking that was the problem.

here is how i jump the thermo switch plug, is it the correct way?

all i can think of is the wiring from the box to the fan plug may not be getting power? how would i go about fixing this?

btw is the cooling fan the one on the passenger or driver side?
