Default PITA electrical prob, dealing with power windows and pissers

the car 1993 auto lx 4 door.
BONE STOCK UNTOUCHED, well has a BONE STOCK z6 swap.
clean, no hacked wiring anywhere, not even the radio harness.

the problems-
pissers dont work at all, ever.
driver power window will not go down and passenger front window wont go down using the driver side switch but it goes down using the pass door switch.

tried.
new driver master power window switch panel, no change.
putting power and ground to one of each of the 4 wires on the driving window motor. which i could get it to go up and down but i just cant get juice to it.

i am unaware of any relays under the dash and i have no leads to what it could be, i have taken the carpet up and checked for broken wires, taken all the door panels off and checked all the window motor wiring.

the only lead i have gotten so far is when you play with the window washer fuse and the window fuses on the under dash fuse panel i hear a clicking noise. yes this sounds ubernoobish but i cant trace where the hell its coming from.

i suppose i will try jumping the wires on the back of the fuse panel and bypassing the panel to test it? or if there is a problem will i end up frying it? well assuming it is good.

anyone have a similar problem? ive searched and read wiring diagrams for the last 2 hrs and im frustrated.
