Default Having some issues, need some help!

Alright, idk if anyone saw my last post but im trying to get this prelude running. Couldnt get it running so i did a compression test and it went l 90 l 90 l 60 l "clack clack clack" l after the loud clack on the 4th cylinder i tried to turn the crank and the head was froze. The timing belt jumped over the cam gears when i turned the crank cause it was so tight.

But i took the head off, reseated a couple valves and the head looks good and no damage to the block. But i still cant turn the block by hand, its pretty hard to turn with a wrench even. If someone could point me in the right direction that would be great. Im thinking a spun bearing or something.

Mods
Plugged balancer shaft hole
new oil/water pump and timing belt
ported head


Really needing to get this back on the road, any help would be appreciated, thanks!

If you were only getting that low of a compression, I would be looking to see if you have a problem in the head, or I would look at replacing/ rebuilding the bottom end. With comp that low your cylinders will not be firing correctly, if at all. An engine needs at least 100 psi of comp to fire a cylinder

The head was rebuilt. When i got the car it ran and drove but had a knock, so i know the head was good, so i had it ported and put new valve seals in. I then bought another H22a block off a guy on Preludeonline.com and finally got the time to get it all together. So I assume its the block due to me knowing the head was good prior to taking it apart. I never got it to fire, when i tried to crank it it just didnt sound right. Guess the block is coming apart.
