Default help timing problem

CAR- 95 accord lx f33 non vtec
well i replace my head along with the nec. gaskets. the head was rebuilt from a local shop. also the timing belt balance shaft belt, and water pump were replaced.
I definitly know what im doing(most of the time lol) and the cam and crank are at tdc, also the timing marks on the balance shaft belts are lined up also. At first the the stroke seemed to be off because it was firing when the pistons were up causing the exaust to exit my intake. I rotated the cam 360 degrees and now it still wont start but it isnt firing out my intake. im not sure whats wrong but my spark plug firing order is right and i do have spark. the car was running until The head was replaced after there was no compression on cyl 3.... cylindrs read 1-191 2-13 3-0 4-189
after removing the head noticed that a valve was cracked and small piece missing. after inspecting the block it looked ok and the head wnt to the machine shop. 3 valves and 8 exhaust guides were replaced along with the rest of the seals, etc. I will be dong a compression check after work tom but just seeing if anyone had any good input thanks

okay the first things that come to mind are tight valve adjustments; or the other thing I've seen a few times is new valves hanging up a little in the valve guide, it's hard to catch unless you turn the engine over by hand with the valve cover off, while watching for a slight delay of the valve stem to rocker.
Repost the compression checks.

its not really that scary considering the motor isnt running, all it means is that the spark plug is firing when the piston is up causing it to go out the intake valves..........i'm sure itll be fine, but thanks

well skiped a comp test and did a leakdown last night to verify the head was at tdc and it was, also picked up a chiltons because i questioned the firing order given to me off all data and they were different. ended up being firing order but the head was on the wrong stroke before. thanks for the help from everyone
