Default Starter must be jumped to start car

Hi I am new here and accidentaly almost hyjaced another thread. Sorry..

I was starting my car (1995 Honda accord DX 2.2 none vteck) and all of a sudden it stopped cranking, but I ran a jumper wire to the starter, the starter cranked and the car started.

I checked all my fuses and they are fine, but the fuse under the dash dose not light the test light (Continuity is verified from ignition switch connector to fuse number 9 under dash). I preformed the Ignition switch test on the Honda t-manual pg 23-74 step 3 position 1 failed. 2 and 3 worked(replaced ignition switch just in case, but no go). I am suppose to repair as necessary, but don’t have a clue what repair they are talking about.

(Continuity is also verified from the blk and white wire on to the starter to the connection bundle next to the under hood fuse box)

I do not have continuity from inside to outside of car.

Thank you in advance for any help.
