Low Idle, Sometimes Stalls

Just finally figured out why my car wouldn't start, and now that I got it starting again, it's idling really low/choppy. Could this be a clogged PCV valve? Or maybe a failing IACV? The air filter is clean and it accelerates normally.
The tach will rest at about 150rpms (yes, one hundred and fifty) when coming to a stop, then it will bump itself up to about 500 and smooth out. Sometimes it stalls, sometimes it doesn't. When it does stall, it fires right back up, and idles normally, until I blip the throttle and then it starts getting lumpy again.
Any ideas?
Also, how would I get the ECM? ECU? to re-learn the idle?

i know mine does it when i have the heater on full blast and headlights on sometimes but not all the time. doesnt bug me much because it doesnt do it all the time just once in a blue moon. i dont have any cels either. it only happens when im coming to a stop sometimes. im turbo so i have bigger injectors as well.
Not sure how old the plugs/wires/cap/rotor is, the only CEL code it's ever spit out is P0420. Which is probably my bad cat, or an o2 sensor, or both... I'm really hoping that I can get away with some aftermarket part instead of buying a brand new ultra expensive cat converter...
