'96 Ignition timing out of range?

'96 Ignition timing out of range?
I have the dist. rotated all the way clockwise and the timing marks won't line up. I had this problem prior to swapping the timing belt for a new one thinking that the old one was off a tooth. Quadruple checked by marks before buttoning up and the timing is still way off.
Ideas?
