Default Two 91 Tegs

iv got two 91 tegs and a 94 civic that seems to be asking me to put both of these engines in it. i can get both of them in the car no problem using crv and teg parts but should they both be running off the same ecu or two different ones?
1.is it possable to have two non obd engines running in uniform?
2.would it just be esier to convert them to obd1 and creat my own running softwear?

IM ALSO PARTING BOTH OF THEM OUT!!!
TWO A1 TRANYS, rear disc swaps, brake boosts, hubs, lights, windows etc
