91 Civic STD wont start, what do you think?

Ok heres what I know. This is my brothers car it is a 1991 Civic 100% stock, D15 with the dual piont intake manifold and a 4spd manual trans. He bought it and it drove ok, I have the same exact car with a intake, but also completly stock. I get about 38mpg on average he told me he was getting like 31. So i checked it out and notice a little studder like a mis fire right as you give it gas and it idled a little ruff. I figured a tune up was needed but it didnt change anything. He started thinking his cat. was clogged up or something so my friend checked and it was fine, So he checked the cylenders and we found it was only running on 3. Remember other then that there was no other problems and ran fine.
He decided to buy a engine off craiglsit for $125 the same D15 that was in it, it was a complete engine except for a few things like alt. and exhaust manifold. The kid said he pulled it from his crx to swap in a B series. My brother is a redneck and him and his redneck buddy pulled out his old engine and put in the new one in, they dont know hondas but they said it was easy. I told them to make sure he uses all his accecories because they were all good still, even his intake manifold. So he did, he said they plugged in everything the way it unpluged from the original engine.
So, here is basiclly all the symptoms and things I or him have checked so far. First the car just sits there trying to start, starter is going but there is no spark! The cam gear and tbelt is moving with the starter. With the key in the on position the main relay buzzes pretty loud and doesnt stop, also the check engine light stays on.
Heres things checked, The light on the ECU stays on a solid red, no flashing but I checked the ECU in mine and its good. The fuel pump is working and the engine is getting feul. There is NO SPARK but the distributer, plugs, wires are good. starter cranks and cam gear moves the tbelt. Battery and chargeing system is all working. The valve cover and trans grounds are ok. The main relay buzzes but has been tested as good. All wires look ok and have good connections. All fuses under dash and under hood have been checked.
Im a little stumped right now and any insight on what the problem could be or what to check next would help alot. Sorry for the novel but I felt it was neccesary to explain all details of the problems, hopeing to make it easier for someone to help with there knowledge. Thanks

sounds like something is hooked up incorrectly causing a short. also, check all the fuses to make sure one isn't blown, especially if you know for a fact that all parts are tested good

Thanks, My brother says everything was hooked up correctly, I visually checked it and unless a connection has a un visiable problem they all look ok. He also said he checked the under dash fuses 4 times and I checked the under hood fuses. I thought the same thing but there is no blown fuse? I told him to have a HONDA guy do the swap, my friend said he would do it for $100. He was being cheap and did it him self. Because I wasnt there I cant truely say nothing got damaged on the install. Just everything looks ok.
