Default dirty injectors?

i have a 91 crx with a sohc zc, obd1 swap, running off a p06. brand new fuel pump, fuel tank, fuel filter, spark plugs, wires, dizzy cap, rotor button. almost everything on the car is new. but she tends to run rich. very rich. also when i rev the motor up and let off the gas the rpms drop down to about 500rpms for a second then go back up to around 800. i do however have a header, no cat, and a 2 1/4" exhaust so a little smell is normal. but the current smell punches me in the face. no vacuum leaks, everything seems fine. the biggest thing i noticed was that while im driving the fuel pressure is spot on but when i turn the car off the pressure almost immediately drops to around 19-22. isnt it supposed to hold around 37? this leads me to think i maybe have an injector sticking open? just making sure before i start ripping the fuel rail off. can anyone second this?

what about a new gas cap. the tank may be loosing pressure when the pump is off. its cheap and easy, then maybe a fuel cleaner

Use Techron it works. Use it the first time, then the next 2 fill ups use it again and it will clean it really good if they are badly clogged.

also i forgot to mention that when i got the car there was no fuel tank so when i put the new one in i didnt have a 2 way valve on the tank so i ran just a rubber hose to the hard line. then at the hard line on the firewall i capped it off with a rubber cap. i have removed all of the emissions crap. the rubber cap does show a small amount of dry rot. im not if any of this makes a difference but i thought id throw it out there...

ive tried the gas cap. (no difference) i have yet to try a fuel cleaner because im waiting to get low on fuel so i can fill up when i do it. when i get to the low fuel point im going to drop the tank and install a 2 way valve on it so i can unplug the vapor lie on the firewall. im not sure if that will make a difference. i just want to let the tank vent without dripping fuel due to no valve. but the only thing i can think of that is causing all this is that the tank isnt venting. would that cause it?
