95 hatch wont rev/idle surge

i just picked up a 95 hatch with a d15b8 and it revs so damn slow and it runs out of rev at 5500rpms... also it has an idle surge that will somtimes slowly go away.. what could be my problems?

Have you done an ignition system tune up?

Any CEL codes?

Clean the IACV and FITV.

its got new msd wires. but it doesnt miss at all. it just stops reving at 5500....
and no cel
