A bad ECU is possible. Or even a bad wire between the ECU and main relay.

When the fuel pump won't prime and the engine won't start, does the CEL remain on steady with the key in ON(II)? If so, have you tried to pull the CEL code?

no.. no codes at all .. you can keep turnning the key on and off and after a few mins the pump will come on and it will start .. but like i said it does still fire .. so i ran a hotwire to the pump .. and still wouldnt start ( the injectors wasnt spaying )

Check whether dash fuse 24 (ACG) is loose.

Check the wire running between the main relay and ECU A23/A24.

Swap in a known good ECU.

It's get quite expensive replacing parts at random. A good multimeter only costs $10-$25. A lot less than what you have spent already.

Since u don't hear the fuel pump prime it either one of two things: the fuel pump or MAIN RELAY... since fuel pumps never go bad on Honda's... IT THE MAIN RELAY!!!
