Default 1994 Civic LX Timing Issues

I am trying to adjust the timing on my 1994 Civic LX. I replaced the timing belt and the car is running, but it is lacking power. I know I need to adjust the timing, but cannot seem to find the connector that I need to jump. Everything I read says it is near the ECU behind the passenger kick panel, but I cannot find it. Anybody got any ideas where it might be?

Thank you for the diagram. Is it possible that the wire colors are different on the connector? I found the following connector and was curious if this is the one I am looking for?

Yes, that's the service connector. Remove it from the green rubber holder.
