Instrumental Lights/Taillights Issues! Help!
recently bought a 91 ef si. while driving that night i noticed the the instrumenal lights (cluster/climate control/etc) and taillights wasnt working so i checked the fuses and discovered that a 10a instrumental fuse was blown and i took one of the spares and replaced it worked for a bit then faded off. after few mins playing around with the switch i noticed that after you turn on the headlights (2nd turn) then turn it back slightly between the first and second turns it stays on, but if your turn it all the way the instrumental lights and taillights turn off..fuse didnt blow after i replaced it so i was wondering if its the switch if not what else can it be causing this problem. thanks h-t!
Working condition turned back slightly when its in this position.

Not working when full turned.

I had this same issue with my 88 CRX Si. I put aftermarket taillights on there and it started doing it. I found the short in mine was in the pigtails which in turn kept killing my fuses. So I ended up cutting all pigtails and splicing them into regular old m/f clips. They have worked great ever since.
So it was ur taillights I am having same problem but my headlights turn on but no parking's light stays on but all blinkers n brake light wrks
You need a wire diagram for yours to see where the parking lights branch off from the rest of the lights, maybe a splice in your harness is bad??? I would also verify that the bulbs are in fact good.
Check your bulbs and your wires on the harness near your taillights. Check and make sure BOTH your fuses are good. Taillights are separate from the headlights. Easiest way to check for a short is if your fuse keeps blowing.
