It will fit as mentioned earlier, and that little bracket to mount it is cheap and easy to get. Keep in mind that the plastic parts in 99-00 Civic's have a darker gray then the 96-98 models, so if you put the newer armrest in, it will not match.
96-00 civic's are getting much easier to find at the junk yard now, i see them all the time, and cost is only like $15 complete

Was 98 or 99 the crossover year? I know for sure, my 96 had a lighter gray plastic, the arm rests were definitely different in color that the 99-00
I've held up a TYPE F (Light Gray / Excel Charcoal) part to my TYPE K (Dark Gray / Classy Gray) interior and it was even pretty close, though far enough that if I were to install it in my car it'd be a noticeable difference.
I was just surprised with how close TYPE F and TYPE K looked right next to each other. TYPE K was darker and more blue and it'd drive me insane to have the mis-matchd parts, but it wasn't as far off as I expected.
