Rebuild Engine F23A4 To HP Heaven
I have a 2002 F23a4 aprox 202,000 miles on it

OBX Throttel Spacer
Fujita cold air intake
OBX Headers
Magna Flow Exhaust
I was looking at porting and putting in new valves and pistons w/new springs ofcourse but looking for the part to part break down of this.
And looking to spend aprox 2,000 - 2,500 on it cheaper the better working on a E-4 Pay in the US Army lolz

Are you looking to F/I the car? F22/23's are perfect companions with turbos.
Or you can do a G23 swap, cheap also. Just read search here and you'll find a build of the G23.
So I should send to the machine shop and get it rebuilt, what pistons - bore size for pistons? or what not do I need or recommend.

Go boost, NOS is for jokers who like to blow up there engines. Plus as stated above the F23 does very well turbo charged with it's low compression and iron sleeves. You'll get way more hp from a turbo set up than with laughing gas, just make sure you get some engine management and a good tune. Good luck.
If the cylinders don't need boring, I'd leave the block stock. Make sure they block it though (that's where they make sure the top is completely flat) and get the head resurfaced, both might be within spec and may not need it.
The head work shouldn't cost that much, if you search you might find some online articles about opening up the ports yourself. Heads are so cheap that you can probably buy some to practice on.
Plastigauge the crank while you're at it, this makes sure the bottom end is within tolerances.
If you buy the tools and do it all yourself, you'll come out way ahead of dropping it all off at a machine shop.
